Assaulting not defended fortresses with tiny armies

I regularly have fun assaulting not defended fortresses and underground cities with small armies (especially militia, muhahahaha). But sometimes they tell me "Our troops are no longer sufficient to conquer blah-blah". Usually this message appears if conquering some not defended territory takes just too much of time, but what about fortresses? Are there some special limitations?

In version 1 of Almansur it was possible to remove all forces from a garrison. This was done by inexperienced players, with the result that fortresses fell to forces of just 5 men!

As also it was possible in version 1 to move small forces undercover, we decided to impose a minimum number of soldiers to assault a fortress. This value was setted, I think, at 100 men.

Hmm, seems like correct. But it is not 100 men, but something less. Definitely more than 33 and less than 70.
